Toan graduated from the Saigon University, Faculty of Medicine in Vietnam in 1979 and upon moving to Australia, completed a Bachelor of Medicine, Bachelor of Surgery at the Flinders University School of Medicine in 1987. He has extensive general practice experience and was a visiting GP to the Adelaide Children’s Hospital between 1988 and 1999.
