Dr Jane Phillips (Forensic Psychiatrist)

Dr Jane Phillips is a Consultant Forensic Psychiatrist who specialises in medico-legal assessments.

Dr Phillips has extensive clinical experience in forensic psychiatry. Following completion of internship and basic psychiatry training at The Alfred Hospital in Melbourne, Dr Phillips completed advanced training in forensic psychiatry at the Victorian Institute of Forensic Mental Health (Forensicare). Following obtaining fellowship of the RANZCP Dr Phillips worked as a consultant psychiatrist on the acute male inpatient unit at Thomas Embling Hospital (Victoria's High Security Forensic Hospital) and was the visiting psychiatrist to both Ararat and Loddon Prisons.

Dr Phillips was employed as a Forensic Psychiatrist at the Queensland Community Forensic Mental Health Service (CFMHS) from 2009 until 2023 with clinical roles across the Court Liaison Service (CLS), Community Forensic Outreach Service (CFOS) and the Police Communications Centre – Mental Health Liaison Service (PCC-MHLS) including Mental Health Support to Police Negotiators Program.

Extensive experience has been obtained in providing psychiatric reports and expert witness testimony, via operating a part-time private practice since 2011. This has included providing Court Examination Order reports to the Mental Health Court and a variety of reports provided for Legal Aid Queensland, the Director of Public Prosecutions, the Parole Board and the Mental Health Review Tribunal. In addition, Dr Phillips provides reports and expert witness testimony to the Supreme Court pursuant to the Dangerous Prisoners (Sexual Offenders) Act 2003.

Dr Phillips is experienced in the use of a range of risk assessment tools for physical violence (Historical Clinical Risk-20, HCR-20), sexual violence (Sexual Violence Risk- 20, SVR-20; Risk of Sexual Violence Protocol, RSVP; Static-99R; Stable; and Acute), stalking (Stalking Risk Profile, SRP), intimate partner violence (Spousal Assault Risk Assessment, SARA) and threat assessment (Terrorist Radicalization Assessment Protocol – 18, TRAP-18). Training and clinical experience has been obtained in the assessment of other problem behaviours including fire-setting, sexual sadism and psychopathy (Psychopathy Checklist – Revised, PCL-R). Dr Phillips has been trained in the use of the Psychiatric Impairment Rating Scale (PIRS) via AMA Training.

As the previous Queensland Director of Advanced Training (DOAT) for Forensic Psychiatry for the RANZCP from 2016 until January 2023 Dr Phillips was responsible for co-ordinating sub-speciality training in forensic psychiatry. In addition, Dr Phillips has been involved in teaching of general psychiatry registrars and organising the Queensland Bar Association Junior Bar Advocacy Course (Cross Examination of Experts).

Dr Phillips is a current member of the Queensland Branch RANZCP Faculty of Forensic Psychiatry Sub-committee and the Queensland Branch of the Australian and New Zealand Association of Psychiatry, Psychology and Law (ANZAPPL). She is also a member of the American Academy of Psychiatry and the Law (APPL) and the Medico-legal Society of Queensland.
