Dr Downie was born in the UK and came to Australia in 1966. He graduated from Sydney University in 1972. Following residency at Sydney Hospital, he trained in ophthalmology at Sydney Eye Hospital, and graduated as a fellow of the Royal Australian College of Ophthalmologists and the Royal Australian College of Surgeons.

He commenced working in Launceston in 1979. He has a special interest in corneal and refractive surgery. In 1991, he was a founding member of one of the first Excimer laser groups in Australia, and has continued practice in this area since that time. He has lectured and written on a variety of topics relating to corneal and refractive surgery and travels widely to study new techniques and visit international centres of excellence. He is chairman of the Qualification and Education committee of the Tasmanian branch of the Royal Australian and New Zealand College of Ophthalmologists.

He is married to Dr Claire Kingston and they have five children.
